I believe it's a requirement for Eurostar drivers to speak French and English? Even if there is no EU-wide agreement I'd bet that it is a requirement based on inter-government agreements that the DB drivers will be capable. After all, the trains have to transit Belgium as well as entering the UK. I know that cross-border operation is relatively new to us islanders but it's worth remembering that trains have been crossing European borders and encountering foreign languages for over a century.
