Justine Greening’s appointment to Transport Secretary is an exceptional promotion for her and a surprise for observers.
Greening was economic secretary at the Treasury, normally seen as the number three position there, and her appointment over Theresa Villiers, the minister of state and a former shadow transport secretary, could either highlight Greening’s brilliant work, or represent a criticism of Villiers’.
Villiers has been working on the transport and rail brief for far longer than Greening, and would therefore be assumed to know more about the industry, and be better prepared to deal with the challenges that this position will hold.
So was it something she did wrong? Or just that Greening has impressed in her previous role, and is now being rewarded with promotion?
Sometimes a fresh approach can bring new ideas that a more experienced and jaundiced eye might skim over.
Only time can tell whether she is the best person for the job.
