Today’s Office of Rail Regulation assessment of Network Rail’s performance makes clear a theme repeated often on this blog – its much-improved record on delivering major projects, but an inability to surmount day-to-day operational performance issues.
Network Rail missed its delays and punctuality targets, among others, and the ORR still has concerns around safety reporting, and questions remain about its assessment of renewals efficiency.
ORR’s chief executive Bill Emery said Network Rail will struggle to meet its increasingly tough targets without major action now.
It will be interesting to see whether addressing these performance issues are raised at Railtex over the next few days, as Network Rail has a number of senior staff in attendance. Some of them have questions to answer, the ORR makes clear.
