All sides are probably guilty of reading too much into Oxera’s HS2 report, which ultimately just emphasises the uncertainty of making firm economic projections with so many variables, and so far into the future.
But the ‘no’ campaign is probably right to think it helps them – uncertainty makes people doubt the case for the scheme, and punctures the sometimes over-optimistic and enthusiastic claims of those on the ‘yes’ side.
Most people who are going to make up their minds have already done so: the key thing now could well turn out to be opinion in the Treasury.
