Should the ORR concentrate on its primary responsibility of monitoring Network Rail before it seeks to expand its control?
ATOC has suggested that the regulator may be attempting to bite off more than they can chew and should focus on improving the poor performance of Network Rail.
The implication is that any further involvement in rail management would not produce any positive benefits.
Train companies are concerned about greater bureaucracy and tighter regulation, stating that this would not help passengers. However effective regulation could help those that use the train and better handling of complaints could improve their experience.
So is the ORR in a position to provide this regulation?
